NOTICE OF PUBLIC HEARING

NOTICE IS HEREBY GIVEN that a public hearing will be held before the Planning Commission of the City of Moorpark, California, on Tuesday, January 28, 2020, at 7:00 p.m., at the Moorpark City Hall, located at 799 Moorpark Avenue, Moorpark, California, 93021, to consider the application described below.

NOTICE IS FURTHER GIVEN that pursuant to the California Environmental Quality Act (CEQA), the Community Development Director has prepared or supervised the preparation of an Initial Study to assess the potential significant impacts of this project. Based upon the Initial Study, the Director has determined that there is no substantial evidence that the project or any of its aspects may cause a significant effect on the environment and has prepared a Negative Declaration for Planning Commission review and consideration before making a recommendation on the project. 

Entitlement: General Plan Amendment No. 2014-01, Zone Change No. 2014-01, Residential Planned Development No. 2014-02, Vesting Tentative Tract Map No. 5869, and Development Agreement No. 2014-03 

Applicant:    Manny Kozar (for Summer Land Partners Group, Inc.)

Owner:         Sky Line 66, LLC     

Proposal:     Allow the development of a 69-unit multifamily residential condominium and recreation center on a previously developed 4.01 acre lot. The applicant is requesting to change the General Plan designation from Commercial Office to Very High Density Residential; change the Zone designation from Commercial Office to Residential Planned Development; subdivide the residential planned development to create condominiums; and request a Development Agreement to increase the allowable housing units under a density bonus.

Any person affected by the application(s) may appear and be heard in support or opposition to the proposals at the time of the hearing.

The Planning Commission in their deliberation could recommend approval, denial, or approval of the project in an alternative form.  If you challenge the proposal in court, you may be limited to raising only those issues you or someone else raised at the Public Hearing described in this notice, or in written correspondence delivered to the Community Development Department at, or prior to, the Public Hearing.

NOTICE OF CONTINUANCE OF OPEN PUBLIC HEARING 

A duly noticed public hearing regarding:         

Consider a Resolution Recommending Approval to the City Council of General Plan Amendment No. 2014-01, Zone Change No. 2014-01, Residential Planned Development No. 2014-02, Vesting Tentative Tract Map No. 5869, Development Agreement No. 2014-03, and Adoption of a Negative Declaration Under CEQA in Connection Therewith, for the Development of a 69 Unit Multi-Family Residential Condominium Project with a Recreation Center and Associated Site Improvements on a Previously-Developed 4.01-Acre Lot at 635 Los Angeles Avenue, on the Application of Menashe Kozar for Sky Line 66, LLC.   

was held at a regular meeting on October 22, 2019, at which time the Planning Commission continued the open public hearing to a Regular Planning Commission meeting to be held at 7:00 p.m. on November 26, 2019, in the Community Center located at 799 Moorpark Avenue, Moorpark, California. At the regular meeting of November 26, 2019, the Planning Commission continued the open public hearing to a Special Planning Commission meeting on December 17, 2019. At the special meeting of the December 17, 2019, the Planning Commission continued the agenda item off-calendar with the public hearing open.
