COVID-19: City Facilities and Services

City of Moorpark Facilities Status

As we do our part to slow the spread of the coronavirus/COVID-19, all City buildings are currently closed.  However, City staff is continuing to work and be available by phone and E-mail.

  • Emergency Services: The Moorpark Police Department, Ventura County Fire Department, and Moorpark Public Works Department are all operational.
  • Moorpark City Hall: Moorpark City Hall is closed until further notice.  Please check the Services Status section for options to obtain City services.
  • Moorpark City Library: The Moorpark City Library is currently closed until further notice.  But, you can browse the library’s digital collection to access ebooks and audiobooks!
  • Active Adult Center:The Moorpark Active Adult Center is closed until further notice.  If you are over 60 years old and are in need of a daily meal, please call the Active Adult Center at (805) 517-6261 for home delivery options.
  • Public Parks
    • OPEN, subject to social distancing measures:
      • Parks generally: parking lots, grassy areas, fields, restrooms
      • Hiking trails and walking trails
      • Moorpark Dog Park
      • Tennis and pickleball courts
    • CLOSED
      • Playgrounds
      • Moorpark Skate Park
      • All sports courts except tennis and pickleball
  • Arroyo Vista Recreation Center:
    • Closed until further notice. However, staff is available by phone at (805) 517-6300 from 8:30AM - 5:00PM, Monday through Friday, to answer any program or rental related questions you may have.
    • All sports leagues, classes, and programs at Arroyo Vista Community Park and Recreation Center are canceled until further notice.
    • Moorpark Little Learners Academy preschool is closed until further notice.
    • We are not accepting new park or room rental applications.

City Hall phone service at (805) 517-6200 is available Monday-Friday, 8AM - 5PM.

Here is the status of City services at this time:

  • Building & Safety, Planning, and Business Registrations: Please visit our Virtual Counter for options to obtain these services.
  • Food Services at Active Adult Center: If you are over 60 years old and are in need of a daily meal, please call the Active Adult Center at (805) 517-6261 for home delivery options.
  • Public Transit: Public transit passengers are encouraged to heed local directives to avoid unnecessary travel and contact with others.   For additional information concerning COVID-19 and the City Bus, please visit the City’s Ride Guide page.
    • Starting Monday, March 23, fares for Moorpark City Transit Buses and Dial-A-Ride services are suspended.
    • Starting Tuesday, March 24, Moorpark City Transit Route 1 and Route 2 will not operate Trips 1 and 11. Route 2, Trip 2 will provide service to/from Villa Del Arroyo.  Updated schedule information is available here.
    • Starting Monday, March 30, Moorpark City Transit Route 1 will not operate Trips 1, 3, 5, 7, 9, and 11.  Route 2 will not operate Trips 1, 2, 4, 6, 8, and 10.  Route 2 Trips 3, 7 and 9 will provide service to/from Villa Del Arroyo.  Updated schedule information is available here.  There is a limit of no more than 10 passengers per bus.
    • Starting Monday, May 18, Moorpark City Transit Route 1 and Route 2 will begin to operate Trips 2 through 10.  Trips 1 and 11 will remain suspended.  Route 2, Trip 2 will provide service to/from Villa Del Arroyo. Updated schedule information is available here.  The limit of no more than 10 passengers per bus will remain.
    • Starting Monday, June 1, Moorpark City Transit Route 1 and Route 2 will return to full service (Trips 1 through 11).  Fares will remain suspended.  The limit of no more than 10 passengers per bus will remain.  
    • Senior and ADA Dial-A-Ride programs are operating.  Effective Monday, May 4, Monday through Friday services returned to 6:00 a.m. to 6:00 p.m.  (was 6:00 a.m. to 5:00 p.m. effective March 24).  Saturday hours returned to 8:00 a.m. to 6:00 p.m.  All Dial-A-Ride riders should heed local directives to avoid unnecessary travel and contact with others. Riders may be declined rides that are not for essential goods and services. Please make reservations only for medical related trips, grocery stores, and other stores that sell essential goods. Fares remain suspended.
    • Effective Monday, May 4, the ECTA Inter-City Senior and ADA Dial-A-Ride service returned to operating 6:00 a.m. to 6:00 p.m. Monday through Friday (was 6:00 a.m. to 5:00 p.m. effective March 25).  Saturday service returned to 8:00 a.m. to 5:00 p.m. (was 8:00 a.m. to 4:00 p.m. effective March 25).  All Dial-A-Ride riders should heed local directives to avoid unnecessary travel and contact with others. Riders may be declined rides that are not for essential goods and services. Please make reservations only for medical related trips, grocery stores, and other stores that sell essential goods. Fares remain suspended.
    • The Local and East County Transit Alliance (ECTA) Inter-City Senior and ADA Dial-A-Ride Reservation Line, (805) 375-5467, will be closed at 6:30 p.m., Monday through Saturday.  Phone reservations will not be available Sundays.  Passengers wanting to schedule a trip for Monday will need to call no later than Saturday.  
  • On-line Requests for Service: You can still request services on-line, for potholes, streetlight outages, graffiti, and other maintenance items.
  • Code Compliance: You may still file an on-line report at any time. City staff is responding to life/safety issues
  • Animal Licenses: Animal licensing services are available through Ventura County Animal Services website.
  • Parking Violations: Parking violations may be paid by credit card at www.parkingticketpayment.com/moorpark.
  • Parking Restrictions:
    • Street Sweeping: The City is not enforcing street sweeping parking restrictions at this time.
    • Permit Parking Only: The City is not enforcing permit parking only requirements at this time.
  • Public Works Counter: Public Works general counter services are not currently available.
    • Encroachment Permits are available by E-mail.

City of Moorpark Events Status

The following City major events and programs have been postponed or canceled due to the COVID-19 pandemic:

  • Moorpark Has Talent (March 13): Canceled.  Please hold on to your Moorpark Has Talent tickets!  Tickets will be required to receive a refund.  All refunds will be provided in cash after our Recreation Division offices reopen. Please check back for updates.
  • State of the City Address (April 7): Postponed
  • Bingo Bash at the Active Adult Center (April 8): Postponed
  • July 3 Fireworks Extravaganza: Canceled
  • All Youth and Adult Sports Leagues: Postponed Until Further Notice
