The City of Moorpark is pleased to announce that its Draft Moorpark Downtown Specific Plan is now available for public review and comment through April 15, 2026.
The Downtown Specific Plan will guide the future development, design, and character of Downtown Moorpark, ensuring that it reflects the community’s values and long-term vision. Community input is a critical component of this process, and the City encourages all residents, business owners, and stakeholders to participate.
The draft plan can be reviewed online 24/7 at www.moorparkca.gov/DTSP using an interactive platform that allows users to view the document and provide comments directly on specific sections. More detailed information about the Downtown Specific Plan is also provided.
Additionally, the City will host a virtual workshop where staff will present an overview of the draft plan, answer questions from the public, and receive feedback.

Release of the draft Downtown Specific Plan comes on the heels of a months-long outreach effort by the City to collect input from the community. A workshop in September attracted 49 attendees who made 127 comments, and an October workshop attracted ten further attendees. The City also conducted an online survey, receiving 71 online survey responses and over 250 comments.
Funding for the City’s Downtown Specific Plan update is funded by a grant from the Southern California Association of Governments (SCAG).
