Work Exempt from Building Permits

NOTE: Exemption from a building permit does not exempt the project from complying with other City ordinances, Zoning Code requirements, or High Fire Zone restrictions.

Small Accessory Structures Detached accessory structures used for storage, tools, or similar purposes, provided the total floor area is 120 square feet or less and the structure will not be electrically wired.

Fences and Garden Walls Property line fences or garden walls not over 6 feet tall.

Moorpark Municipal Code (MCC) § 17.20.030 and 2022 CBC § 105.2

Retaining Walls Retaining walls not over 3 feet in height measured from the bottom of the footing to the top of the wall, and which are not supporting a surcharge (i.e., not holding up a slope, driveway, or structure).

Paving and Walks Driveways and walkways that do not cross over a basement and do not exceed 30 inches above grade.

2022 CBC § 105.2

Roof Repairs Roof repairs or replacements that are less than 25% of the existing roof area, do not involve the underlying framing, and occur no more than once in a 12-month period.

Local Standard/CBC Adoption

Interior Finish Improvements Cosmetic changes like: residential painting, replacement/refacing of cabinets (without changing plumbing/electrical), countertop replacement, decorative tile installations, and floor finishes (carpet, tile, linoleum, etc.).

SYSTEM EXEMPT WORK CODE CITATION
Plumbing Stopping leaks in pipes or fixtures, clearing stoppages, and the removal and reinstallation of water closets (toilets), provided no replacement or rearrangement of concealed pipes/valves is required.

2022 CPC Section 104.2 (1 & 2)

Electrical Installation or maintenance of communications wiring. Replacement of attachment plug receptacles (not the outlets/box). Repair or replacement of branch circuit overcurrent devices (fuses/breakers) of the required capacity in the same location.

2022 California Electrical Code Article 89.108.4.1

Mechanical Portable heating/cooling/ventilating appliances and units. Replacement of any component that does not alter the original approval or make it unsafe.
