New City Library
Description
The new City Library ("Project") was approved by the Planning Commission on February 27, 2024. The Project will consist of the construction of a new 17,272 square foot ("sq. ft.") library, parking lot, and associated improvements located at 83 High Street, and the demolition of the existing 7,900 sq. ft. library located at 699 Moorpark Avenue. Facilities within the library will include book collections for early childhood, children, teens, and adults. The facility will have multi-purpose rooms, study and work areas, and a Friends of the Library area.
NEPA Environmental Review
The City of Moorpark has applied for and received federal funds through the Community Project Funding (CPF) Grant program. As such an Environmental Assessment under Part 58 of the National Environmental Policy Act (NEPA) has been prepared. The City of Moorpark is the responsible entity under NEPA.
The Environmental Assessment generated a Finding of No Significant Impact (FONSI) indicating that the project will not result in a significant impact on the quality of the human environment. Additionally, the City of Moorpark is also filing a Notice of Intent to Request Release of Funds (NOI-RROF) under the CPF Grant program. The FONSI, NOI-RROF, and Environmental Review Record are now available for a 15-day public comment period starting June 6, 2024. Applicable materials are linked below. Comments on the FONSI /NOI-RROF can be submitted to library@moorparkca.gov until the end of the comment period on June 21, 2024.
Environmental Review
The City of Moorpark has prepared an Environmental Impact Report (DEIR) for the Moorpark Civic Center Master Plan Project (State Clearinghouse No. 2022050175) to address the potential environmental effects associated with the implementation of the project. Pursuant to Public Resources Code Section 21165 and the California Environmental Quality Act Guidelines (CEQA Guidelines) Section 15050, the City of Moorpark is the lead agency for the project. The DEIR was available for a 45-day public review from May 22, 2023 to July 6, 2023.
